Council adopts midyear appropriation amendment and approves then‑and‑now certificate for software

North Ridgeville city council on July 21 adopted an ordinance (2025‑108) amending 2025 appropriations and a companion resolution (2025‑109) authorizing then‑and‑now certificates to allow payment of invoices that arrived before corresponding purchase orders were approved.

The finance director explained the then‑and‑now certificate is procedural: the invoice for the IMGIS annual license and support renewal arrived before a purchase order was issued, not that funding was unavailable. Council voted to adopt both measures with the emergency clause so departments could meet their financial obligations immediately.

Council called the roll after the motions and recorded unanimous affirmative votes on both items. The appropriation amendment includes line‑item changes for income‑tax sharing with North Ridgeville City Schools, electrical work at Fire Station 2, compensatory‑time cashouts, overtime, and permit software for building and engineering, according to the director of finance's memorandum to council.

The council also received departmental reports for June (water distribution/EPA, police, parks and recreation) as part of the packet.
