County staff gives progress report on Port Putnam, parks, fire station, water and road projects

Putnam County staff delivered a broad project update July 22 covering active capital improvements and planning efforts across the county.
Key highlights from Miss Young and staff: - Port Putnam: The port infrastructure development plan is complete and design/engineering are under way for a new bulkhead intended to permit resumption of commercial cargo services. - Animal control: The new animal-control office and kennel buildings are in final stages; the cat kennel and associated site work began construction and county staff anticipated concrete, asphalt and dog yards to be complete in fall 2025. - West Putnam Fire Station: Construction was reported 75% complete with an anticipated fall 2025 completion. - Parks and recreation: Several parks received upgrades: shade structures installed at Naya Barton and Bostwick Community Park (Bostwick ribbon-cutting scheduled), new playground installed at San Mateo Community Park, and pool operations and swim lessons ongoing at Putnam Aquatic Center. - Boat ramps and riverfront: Pico Road boat-ramp parking lot striping completed; consultants submitted permits to the St. Johns River Water Management District for the Georgetown Riverfront Park boat ramp; bid-ready plans expected in fall 2025. - Roads and drainage: Dirt-to-Pave 2023 is 95% complete; Dirt-to-Pave 2024 bids were awarded July 8; County Road 315 South resurfacing bids closed July 8 and are under review. The Northern Putnam drainage basin study is in design and public input has been held in Bostwick. - Utilities/sewer projects: Paradise Point sewer project item on agenda to terminate and close out; East Palatka septic-to-sewer Phase 4 was 100% designed but bids came in over budget and staff are pursuing grant amendments and additional funding for house connections. - Grant activity: Staff reported multiple HMGP and other grant applications submitted for lift-station generators, culvert replacements and other resilience projects; a number of awards are pending executed contracts.
Staff asked commissioners to note that not every county initiative was listed; the presentation focused on items of most importance to staff and citizens. Several commissioners asked follow-up questions about grant status and potential FDOT involvement for repairs to ferry or bridge structures. Staff provided an engineer's rough estimate for Fort Gates Ferry repairs of $700,000 to $800,000 to replace pilings and boards and said they would research FDOT acceptance procedures for the structure.
No formal BOCC action was required on the update; staff will continue to return with project bids, grant awards and schedule updates.
