Board advances pay-to-participate policy reading amid levy contingency

The Garfield Heights City School District Board of Education on July 21 advanced a proposed "pay-to-participate" policy by waiving further readings, a procedural step toward adopting a policy that would assess fees for participation in student activities.
Board members debated the fiscal necessity of fees and whether the policy would cover extracurriculars beyond athletics. Missus Daniels, who moved the waiver, and Miss Morrison, who seconded it, framed the measure as a difficult choice driven by the district’s current finances.
"This is an area that we don't want to be in," Dr. Reynolds said during discussion. "I would love to be able to provide these opportunities for our students... But this is where we are financially, and that's why the tough decision has been made to bring this information forward." Dr. Reynolds also noted that music programs have already charged participation fees in some cases.
Board members asked whether band and musical ensembles would be included; staff confirmed the intent was for a districtwide program fee structure while noting that music ensembles have historically charged fees.
The policy document sets a May 1 due date for fee payments. Missus Daniels and staff said there is a contingency plan: if the renewal levy passes in November, the district has discussed returning fees paid by families.
The motion to waive additional readings of the pay-to-participate proposal carried on a roll call vote. Members voting "yes" included Missus Daniels, Miss Morrison, Miss Cox and Dr. King.
