The Norwalk Traffic Authority on July 21 approved a phased reclaim and repave plan for the Berkeley Street area submitted by the city’s contractor, Grosso Construction. City staff explained the work will be done in two stages so residents can park in the portion of the neighborhood not under active work.
City representative Mr. Brendelmeier said stage 1 (the north area, shown in blue on the contractor map) and stage 2 (the south area, shown in red) are intended to allow residents to park in the nonworking stage while the other stage is under construction. The contractor will reclaim and regrade the roadway; some excess road‑base material will be redistributed into the dead ends at Elm and Lines to match grades and support ADA sidewalk connections, and some material will be hauled off site.
Commissioner Tony Lopez asked whether the phased parking would be sufficient given nearby construction projects. Brendelmeier said a large share of on‑street parking in the area is used by workers on other redevelopment projects — including the Merwin and Orchard project and a development on Maple Street — and staff will request cooperation from those construction projects to avoid parking in the repaving zone during the work. Notices to residents and businesses were sent the week before the meeting.
The authority approved the plan as presented and did not attach additional parking or staging requirements at the meeting. Staff said they will continue outreach to residents, businesses and nearby construction projects to minimize parking conflicts during the phased work.
