Council schedules public hearing on proposed merger of Arts & Culture duties into Economic Development Commission

Torrington ' The City Council voted to schedule a public hearing on Aug. 4 to consider ordinance changes that would dissolve the standalone Arts & Culture (Chapter 3A) commission and incorporate its duties into the Economic Development Commission (Chapter 20).

What was proposed and why: William Wallach, who requested the change, told the ordinance committee he reviewed both chapters and found duplication of duties between the Arts & Culture commission and the Cultural District and that recruitment problems made a separate, functioning Arts & Culture body impractical. He proposed moving arts- and culture-related duties into the EDC so the economic development commission could oversee arts, culture and tourism functions citywide.

Council and committee response: Committee members said the proposed approach would preserve arts-and-culture oversight while reducing duplication. Council staff noted the Cultural District already handles geographically specific cultural work and that the EDC's citywide jurisdiction could incorporate arts, culture and tourism responsibilities without creating a separate body.

Process and next steps: The council voted to set a public hearing on Aug. 4 to receive public input. If the repeal and ordinance revisions pass, the city will repeal Chapter 3A and incorporate its duties into Chapter 20; staff said they may add more specific arts-and-culture language into Chapter 20's duties if the council wishes.
