Council hears noise concerns, considers event noise waivers for local venues

During council communications and manager’s remarks on July 21, council members and staff discussed noise complaints arising from recent events, the city’s practice of approving temporary noise waivers, and specific requests pending for local venues.
Council member Mark relayed a citizen complaint that a Snowfest Rotary booth had blocked sight lines and that a lack of hard‑surface viewing areas limited access for spectators with mobility impairments; staff said the booth had moved forward and suggested future placement closer to the snow fence and clearing sand from designated concrete strips to improve access for wheelchair users. The city will follow up with the citizen.
Separately, council discussed noise at a Heroes Venture event and a waiver request for the Tannery Club LLC for live music on Sept. 13; staff noted the city recently approved a temporary waiver for a prior Thursday event. Police reported one complaint at which a reading of 45 decibels was recorded—well within the 65 dB (or 60 dB later evening) limits specified in the ordinance. City Manager Greg Buckley said some requests may require ordinance changes if council wishes to further restrict event noise.
Buckley said staff received a late request from Heroes Venture for a waiver for an event on Sunday, July 27 and that the manager would consider placing the item on an upcoming agenda after clarifying requested decibel levels and hours. No formal council action was taken on the late Heroes Venture request at the July 21 meeting.
