County approves $176,581 bond expenditure for Marshall Mountain trailhead improvements

The Missoula County Board approved the expenditure of up to $176,581 from 2014 parks-and-trails bond funds to pay for trailhead facility improvements at Marshall Mountain Park.
Randy Arnold, speaking for county staff, told the board the Parks and Trails Advisory Board recommended the project after a May 15 presentation, and that the Board of County Commissioners approved a qualifying resolution on July 1, 2025. Arnold said the funds would pay for three-panel kiosks with maps and signage, bear-proof trash receptacles, bike racks, a drinking fountain/water-fill station near the main trailhead and an ADA-compliant double-vault restroom with an accessible approach.
Arnold said the county intends to use the bond funds as eligible local match for a forthcoming Land and Water Conservation Fund (LWCF) grant application to leverage a broader infrastructure package for Marshall Mountain.
A commissioner moved to approve the expenditure; the motion was seconded and approved by voice vote.
The county did not provide a construction schedule or contractor details during the meeting. Staff described the funding as specifically for trailhead infrastructure; no other park projects were identified as part of this authorization in the discussion recorded in the meeting.
