The Missoula County Board of County Commissioners voted to approve quick-claim deeds transferring four development-park parcels — Butler Creek Park 1 East and 1 West and Kestrel Park 2 East and 2 West — to the City of Missoula.
County staff presented the deeds and said the transfers follow a 2023 interlocal agreement with the city. The county removed blanket utility easements from parcels 1 East, 1 West and 2 East on April 3, and staff reported that there are no water rights recorded for these parcels; a well on the Kestrel Park parcel will transfer with ownership.
Vlada, a county staff member who presented the parcels, showed maps of the slender parcels along Butler Creek and described the conditions required by the interlocal agreement before transfer. A commissioner moved approval of the quick-claim deeds; the motion was seconded and the board voted unanimously in favor.
The action transfers management responsibility for the parcels to Missoula Parks and Recreation, per the interlocal agreement. The county staff said the conditions required by the 2023 agreement — removal of blanket utility easements and assurance concerning transfer of any associated water rights — have been met. The county noted that the DNRC (Department of Natural Resources and Conservation) has no water-right filings for the parcels on record.
