At an OTA hearing, city inspectors described the vacant, fire‑damaged property at West Beardsley (buyer cited as having purchased a tax lien in October) as an "attractive nuisance" and asked for a demolition order. The hearing officer agreed to enter a demolition order but to stay it until the lien purchaser receives title and can demonstrate progress toward repair.
Code officer Mayfield Timmons said the property had been repeatedly boarded and the city received numerous complaints that the site was a drug house and a point of regular trespass; he said the city had monitored the site and boarded it for four to five months. The tax‑lien buyer, who identified himself as having purchased the lien in October, asked about options for earlier receivership; city staff said they cannot transfer possession or operate the property as receiver until deed title vests, typically after a one‑year redemption period.
Hearing officer Rickoff and city staff told the buyer that a demolition order can be entered and remained valid for two years; if title transfers, the new owner would take the property subject to that order and could work with the city to enter a compliance agreement. Rickoff said he would "order a demolition of the property stayed until January 1" to give the buyer time to obtain title and work with the building department.
The buyer provided a PO Box for mailing and said he would contact the city after close of the tax‑lien process. Staff and the hearing officer discussed recent legislation that may allow cities to authorize tax‑lien holders to act as receivers; staff agreed to discuss that option further by email if the buyer provides a point of contact.
