Council committee approves TID 3 funding for Athletic Park parking lot paving

The Wausau Common Council finance committee on July 22 approved a 2025 budget modification to fund parking-lot construction at Athletic Park, using Tax Incremental District (TID) 3 funds.
City staff said the action fulfills elements of a development agreement with the Woodchucks organization that called for improvements to Athletic Park and nearby parking. Staff identified two lots — the players’ gravel lot north of Boilu Field and a donated parcel at East Wausau Avenue — as ready for bid and construction this year. “Part of that agreement...was improvement to Athletic Park in several ways and important part of that...was an improvement of the parking facilities around Athletic Park,” a city staff member said.
Why it matters: The improvements implement a development-agreement commitment and convert an existing gravel players’ lot to a paved, ADA-compliant facility. Staff also provided a cost estimate for a larger lot project near the river, but that was not part of the current decision and will be considered in the 2026 budget process.
Committee action and procedure: Alder Henke moved the budget modification; Alder Tierney seconded and the motion carried unanimously. Staff said the lots are ready to be bid and constructed this year and that the work will be funded from TID 3.
Next steps: Staff will proceed to bid the two lots and return with contract approvals as required by procurement rules.
