The Tigard-Tualatin SD Board on July 1 authorized the district to proceed with legal steps to sell general obligation bonds following last season's successful ballot measure and approved related capital contracts for bond-funded projects.
The board adopted Resolution 25-26-02 to authorize the bond issuance and related actions; staff indicated a target sale date in mid-August if the resolution was approved. The resolution also includes the extract of the bond measure ballot count and other items required by state and federal statute.
Separately, after an RFP process, the board awarded an architectural and engineering contract to Bridal Architecture (listed in the packet) for an amount of $10,644,515 to design a set of bond projects. Staff described the work scope before the vote: full design and construction for Fallon Middle School; a complete security and infrastructure package for Deer Creek Elementary; and preliminary scoping and refinement for exterior restroom work at Tigard High and Tualatin High and for renovations at four elementary schools (those elementary scopes require further definition). Staff told the board that 19 firms expressed interest in the RFP, 11 submitted proposals, and a scoring committee that included district and bond oversight members narrowed candidates to four finalists; Bridal Architecture was the top-scoring firm. The motion to award the contract was moved and seconded on the record and carried by voice vote.
The board also approved a cooperative-purchase contract with Norpac Seating Company, via the KCDA cooperative, to replace bleachers in the Tualatin High School main gym. The contract was approved not to exceed $432,308. Staff said $418,002.36 of that total would be funded from bond proceeds to meet ADA-driven work, and approximately $14,072 would come from building-level fundraising to cover optional graphics. The board moved and approved the award by voice vote.
Board members and staff noted the involvement of community members on the bond oversight committee in the contractor selection process and described competitive interest from contractors in the local construction market during interviews.
