City finance committee approves $150,000 transfer to cover lead service line replacement shortfall

The Wausau Common Council finance committee on July 22 approved a one-time $150,000 transfer from the city general fund to the capital projects fund to cover a shortfall on the 2024 lead service line replacement program.
The transfer was necessary after negotiations with the state left some homeowner-side expenses ineligible for reimbursement under the Safe Drinking Water loan and related grants. “That is related to the 2024 lead service line replacement that we did for homeowners where the negotiations with the state were protracted or prolonged,” one staff member told the committee. “By the time we got to closing, they had specified that there were some expenses that they would not consider eligible, and so they would not fund it either through the safe drinking water loan or our grants.”
Why it matters: The transfer covers costs that cannot be charged to the water utility because they are on the customer side of service-line replacements. Using the general fund avoids issuing debt for this one-time shortfall.
Committee action and procedure: Alder Henke moved the resolution, Alder Kisselman seconded it, and the committee voted unanimously in favor.
The approval authorizes staff to move $150,000 from the general fund into the capital projects fund to close out the 2024 lead service line replacement account. No further financing or referendum was required for this action.
Background and next steps: City staff said the transfer addresses only the ineligible expenses identified at state loan/grant closing; any other funding questions about future lead-service replacement projects will return to committee for separate consideration.
