The Tigard-Tualatin School District Board of Directors on July 1 approved Superintendent Dr. Udo Seneca's 2024-25 performance evaluation, saying he "exceeded expectations in key areas of leadership" and listing school visits, community engagement and fiscal stewardship among highlights.
The board's summary noted Seneca's work on two board-directed goals: building relationships and deepening community engagement, and identifying a district focus for the 2025-26 school year. Chair Tristan Irvin read the evaluation summary into the record, saying Seneca had "exceeded expectations in key areas of leadership, demonstrating exceptional skill in strategic communication, community engagement, and fiscal stewardship." The board initially tabled the item briefly so Vice Chair David Jaimes could be sworn in and participate in the vote.
Board members who spoke before the vote praised Seneca's first year. Director Weston said, "I appreciate Dr. Udo Seneca's hard work. He's been both proactive and responsive to community input." Director Miles told Seneca he "definitely don't think of you as a first-year superintendent," and Director Jill Zershmeid said she had seen districtwide confidence in Seneca's leadership. Vice Chair David Jaimes echoed those remarks, noting visibility in schools and progress on labor negotiations.
The motion to adopt the superintendent evaluation was made by Director Miles and seconded by Director Zershmeid. The board approved the evaluation by voice vote; the chair said the motion "carries." The full executive summary will be included in the meeting minutes and public record.
The board's evaluation referenced a range of accomplishments discussed in public: multiple school visits, community engagement sessions, the negotiated two-year agreement with the Tigard-Tualatin Education Association (TTEA), work on a local option levy and boundary discussions, and refinements to the AROI process. The board did not change Seneca's contract during the meeting, and no salary or contract amendment was presented or voted on.
The approval completes the board's annual evaluation process for the superintendent and was recorded at the district's July 1 organizational meeting.
