Planning commission, council approve Villa Deux Park subdivision; PennDOT to receive 0.04‑acre dedication for intersection work

Bellefonte Borough Council approved a subdivision plan for Villa Deux Park after the planning commission’s conditional recommendation. The plan will transfer 0.04 acres from the Villa Deux Park parcel to the school district, with the school district then dedicating that land to PennDOT for intersection realignment work, council and project consultant Steve Kush said. Steve Kush, a consultant from HRG representing the Belfort Area School District, told council the intersection work will convert an awkward‑angled crosswalk into a more standard cross intersection aligned with the proposed school driveway, improve sight distances and create a straight through movement from Airport Road onto Governors Park Road. Kush said the project will “lower the intersection to provide better sight distances” and that the largest cut will lower the roadway about 3 to 4 feet before tapering back in. Kush said the 0.04‑acre parcel will be subdivided from the Villa Deux Park property, transferred to the school district and then dedicated to PennDOT because the parcel could not be conveyed directly to PennDOT from the park. He described the existing hump and poor sight lines at the Governors Park/Airport Road area and said the hump will be removed as part of the project. Kush said PennDOT approved the basic traffic configuration after reviewing a traffic study; the design will put stop signs on the school driveway and the side road across from it, with through traffic on Airport Road not stopping. Council members asked whether the intersection could be a four‑way stop; Kush said PennDOT made the ultimate decision based on the traffic study. Council moved and seconded approval of the subdivision plan as recommended by the planning commission and then approved it by roll call. Council also recorded that the planning commission’s conditions and county recommendations are being addressed.
