Elkhart Board of Works approves amendment to Oakland Avenue SRF preliminary engineering report

The Elkhart City Board of Works on Jan. 7 approved Amendment No. 2 to the 2023 Oakland A Preliminary Engineering Report, adding the Oakland B construction project into the existing Clean Water State Revolving Fund (SRF) loan for the Oakland long-term control plan.
Consultant Samantha Rutschling of DLZ Indiana told the board the amendment is “the second 1 for the Oakland a loan” and that the addendum formally adds Oakland B as a project; she said the low bidder for Oakland B was Selj and that the addendum ensures change orders can be handled during construction without repeating the public hearing process. After board approval, staff will transmit the approval and public-notice advertisement to the Indiana Finance Authority for its review and to allow Oakland B to be rolled into the existing Oakland A loan.
The public hearing produced no speakers. The board’s approval authorizes the administrative step needed to add the Oakland B project into the previously established SRF financing structure so construction can proceed and minor contract adjustments can be processed under the loan umbrella.
Board members voted to approve Amendment No. 2; no opposing votes were recorded on the public record. Staff said the next step is submittal to the Indiana Finance Authority for its formal review and acknowledgement that Oakland B may be included in the Oakland A loan.
The amendment affects projects within the Oakland long-term control plan; the addendum and the IFA review determine whether contract change orders for Oakland B may be paid from the existing SRF loan proceeds once Oakland A finishes and any leftover proceeds can be applied to Oakland B.
