Newark finance committee approves three small appropriations totaling $36,552.75

The actions approved were: an appropriation of $22,780.79 to cover six months of collections activity in Fund 258; an appropriation of $12,321.96 consisting of proceeds from sale of fire-department items to be used for replacement traffic equipment; and a $1,450 disappropriation of an unspent donation for Coble Park to be returned to the unappropriated balance for later use when combined with an expected additional donation for fencing.
A city finance staff member told the committee that the $22,780.79 appropriation reflects timing differences in what gets paid and when and represents collected revenues in Fund 258 through the first six months of the year. “It varies quite a bit, and so it’s all across the board,” the staff member said.
Council Member Parker moved the $22,780.79 appropriation; the motion was seconded by Chute and passed on a 5–0 vote. Council Member Barker moved the $12,321.96 appropriation; the motion was seconded by Cost and passed 5–0. Council Member Barker moved the $1,450 disappropriation; the motion was seconded (second not specified in the transcript) and passed 5–0. Committee attendance for the votes included Council Members Barker, Cost, Chute, Marmee and Rath.
During discussion of the $12,321.96 item, a committee member, Mr. Burke, questioned date references in the paperwork, noting a line that read “March 2005 and July 2025” and asked whether that was a typo. The committee agreed the earlier date was a typographical error and treated it as March 2020 in the record.
On the $1,450 item, staff said the donation was originally earmarked for Coble Park; the remaining funds are being pulled back to the unappropriated balance until another expected donation arrives, at which point the combined funds will be used for park fencing.
At the end of the finance agenda, the mayor addressed a separate, nonvoting inquiry about possible state changes to marijuana revenue distribution to municipalities. The mayor said he had not received a recent update and that organizations such as the Ohio Municipal League had expressed opposition; he encouraged residents to contact legislators. No formal action on the marijuana issue was taken by the committee.
All three appropriation actions were formal votes and passed unanimously; discussion points, clarifications and a typographical correction were recorded in the meeting minutes.
