The Elkhart Board of Aviation ratified the airport director's signature on new leases for several T-hangars (including T Hangar 15, T Hangar 51 and T Hangar 64), accepted lease resignations where applicable, and approved short-term month-to-month arrangements for temporary space requests.
On grant funding, staff requested acceptance of a federal Airport Improvement Program (AIP) draw for the T-hangar unit project: $282,000 federal with a city share of $7,004.21 and a state share of $7,004.21 for a total of $296,008.42. Staff explained the federal grant program name change (AIP 40 vs. AIP 41/IIJA) and noted that AIP 40 remains open while AIP 41 will follow; the local match percentage for this draw fell from 5% to 2.5% for the current year, reducing the local share.
Board members approved motions to ratify the director’s signatures and accept resignations; roll call votes recorded board approval for each lease action. The board also approved accepting the AIP grant draw; staff explained partial drawdown sequencing (draw AIP 40 first, then AIP 41 when available) and provided account balances for the board’s review.
Staff said the t-hangar construction and foundation work will trigger future draw requests as work progresses. The board directed staff to manage grant draw timing so funds are available when vendor invoices are presented.
