Holtry explained that a re‑roof permit (roofing permit fee around $120) and a structural permit (approx. $150) would allow the owner to work and that permits are valid for 180 days but can be extended by successive inspections showing progress. The board denied the appeal; staff said the owner may proceed with the required permits and inspections and that the condemnation will be lifted when permitting and inspections meet county code.
