EPA grant near expiration; staff targeting Pizza Hut and former Mexican restaurant for Phase I/II work

Staff updated the commission on an EPA brownfields-type grant with about two months remaining and said the team plans to perform a Phase I site assessment and likely a Phase II for two downtown commercial properties.
Terry, a staff member, said the grant has "just a little over 2 months remaining" and that recent site screening eliminated a couple former gas-station parcels because tanks had already been removed. He said the priority sites are the Pizza Hut parcel and a former Mexican restaurant. "We are going to be doing, phase 1 and probably phase 2 work on those 2 sites almost right away," Terry said.
Terry said once those projects are billed, the grant will likely have room for one more Phase I and one more Phase II, and that the team is seeking additional candidate properties to use the remaining funds before the grant expires. He also said if a project can be started soon, staff could request a short extension from EPA to complete billing for the work after grant expiration if necessary.
Commissioners discussed banks and developers that sometimes require Phase I assessments for lending; staff said several banks stipulate Phase I for projects above certain loan thresholds. Staff asked commissioners to forward candidate properties within the next two to three weeks so work can begin in time for billing.
No formal action was taken; staff sought and received direction to identify additional candidate sites and proceed with assessments where property access is obtained.
