The State Department said on Thursday that certain lawful permanent residents alleged to have supported Haitian gang leaders tied to a U.S.-designated foreign terrorist organization are deportable and that the Department of Homeland Security will pursue removal proceedings. —Last month Secretary Rubio determined that certain aliens with U.S. lawful permanent resident status who have supported and collaborated with Haitian gang leaders connected to Vive Ensemble, a U.S.-designated foreign terrorist organization, are deportable,— Tammy Bruce said. She identified the relevant legal authority as —section 237(a)(4) of the Immigration and Nationality Act,— which she said allows removal if the secretary of state has reasonable grounds to believe an alien—s presence would have potentially serious adverse foreign-policy consequences. Bruce said the Department of Homeland Security will pursue removals —pursuant to our laws— and that the State Department defers to DHS for updates on removal proceedings. She did not provide a number of people affected or further operational details. Discussion-only: Reporters asked how many people were affected and how ties were determined; Bruce said DHS would provide updates on removal proceedings and declined to provide numbers at the briefing. Direction/assignment: Department of Homeland Security will pursue removal proceedings and the State Department will offer consular or diplomatic input as appropriate; no additional steps were announced at the briefing. Formal action: The secretary—s determination under INA section 237(a)(4) was announced; DHS action on removals was described as forthcoming but not detailed. Bruce quoted: —These actions are taken pursuant to section 237(a)(4) of the Immigration and Nationality Act.— Less-critical details: Bruce called Vive Ensemble a —driver of the violence and criminality in Haiti,— and said the determination reflects the administration—s focus on national security and regional stability.
