Rowan County staff presented a preliminary financial update for the fiscal year ending June 30, reporting higher expenditures and revenues compared with FY 2024, and noting auditors will reconcile final figures. Staff said expenditures were up about $11.4 million (6.34 percent) over FY 2024 as of June 30, while revenues were up about $10.5 million (5.34 percent). Officials attributed some expenditure increases to cost‑of‑living adjustments for employees and higher general expenses, and said some one‑time project costs were included. Revenues showed gains in property tax, sales tax and interest earnings; interest income was reported as up by about $5.7 million compared with the prior year. Property tax receipts through May were reported up roughly $3.3 million (2.96 percent) over FY 2024; sales tax collections were reported cumulatively up about $1.6 million (5.35 percent) with continued quarterly receipts pending. Staff noted a prior year “hold harmless” payment of about $2 million that affected year‑to‑year comparisons and that timing of certain Medicaid‑related distributions can affect monthly receipts. Commissioners asked staff to provide more detail on the expenditure increases; staff said auditors will provide line‑item questions as they close the books and that some numbers may change after audit review.
