The Lowell Planning Board on July 21 voted to recommend that the City Council rezone 1190 Pawtucket Boulevard from suburban single‑family to suburban mixed‑use zoning. Planning staff said the parcel is city‑owned and that the change is intended to expand redevelopment possibilities, although a final use has not been proposed.
Staff advised the board that the property is within the 100‑year floodplain and that the change would broaden allowable uses — including mixed‑use development — subject to applicable floodplain regulations. The board discussed proximity to the nearby boat ramp and river access and noted other parcels along the river are protected by Article 97 (recreation/park protection), which limits what can be rezoned or developed without state action. Staff said the parcel at 1190 Pawtucket Boulevard does not have that protection.
The board voted to issue a favorable recommendation to the City Council to extend the suburban mixed‑use district to include the parcel. Any redevelopment proposal would still be subject to floodplain rules and subsequent site plan review or RFP process, staff said.
