Parks advisory committee approves draft 2026 capital improvement plan, contingent on grants

The Parks and Recreation Advisory Committee voted to approve the draft 2026 Capital Improvement Plan at its July meeting after staff described which projects are funded, which have pending grant awards and which items were moved into later years. A committee member made the motion to approve the CIP as presented and the committee approved the plan by voice vote.
The vote followed staff presentations describing items that remain contingent on grant awards and permitting. "We were awarded this a year ago," staff said of the Riverview Park grant, and staff repeatedly noted several entries are dependent on executed contracts or pending awards.
The nut of the discussion was funding timing: several projects listed for 2026 will not begin until grants are executed or permits are issued. Staff told the committee that playground improvements for 2025–26 are budgeted at $80,000 funded by recreation impact fees and that larger equipment purchases were moved out to 2026–27 after a state trail-equipment grant was not funded this year.
Committee members asked for clarifications about discretionary impact-fee funds. Staff said the advisory-board discretionary line is $20,000 per year, used for small park needs, does not roll over, and currently has about $6,000 remaining. A committee member asked whether that fund is used for requests that committee members bring forward; staff confirmed it can be used for small park projects identified by the advisory board.
The CIP lists site and court work scheduled in later years, including Schumann Park court upgrades and Friendship Park tennis-court improvements in 2026–27. Staff also said restroom-door work was removed from 2025–26 after an earlier draft change.
The committee passed the motion to approve the CIP "as presented." The approval does not obligate the city to begin construction on projects that are pending grant awards or permit approvals; staff emphasized that some line items remain conditional until contracts are executed.
