A resident addressed Newport News City Council on July 22, 2025, describing ongoing maintenance and habitability problems at Legacy Landing, a recently opened apartment complex. The speaker, who said she moved into a unit in May and is 79 years old, described repeated issues including a stove that did not work for 22 days, ceiling leaks, flooding in hallways and failures of air conditioners, and said the conditions required hospitalization during her stay.
The resident asked the city to hold the developer and management accountable. Councilman Vick and other council members responded in the meeting: the executive director (staff) will meet weekly with the developer and the management team to address the numerous problems, and staff and council members said they were already working with residents and the developer to rectify issues such as HVAC failures and power losses. The transcript shows staff engagement and a pledge of weekly meetings between the executive director and the developer/management team.
No formal action or ordinance was taken at the meeting; the matter was raised during citizen comments and staff indicated it will pursue meetings and follow-up with the developer and management. The resident said she will seek legal advice and that city staff member Ms. Jackson (referenced in comments) will assist in follow-up.
