Roanoke opens public hearing on HUD 2025–29 consolidated plan; hearing received no in-person comments

Roanoke held a public hearing on July 21 to receive citizen input on the U.S. Department of Housing and Urban Development’s 2025–2029 consolidated plan and the FY2026 annual action plan. Planning director Jillian Papa explained the purpose of the documents and the HUD-required citizen participation process.
“The U.S. Department of Housing and Urban Development requires every 5 years that we do a consolidated plan for all the HUD money that we receive,” Papa said. She identified the federal programs covered by the plan, saying the city receives HOME Investment Partnerships Program funds, Community Development Block Grant funds and Emergency Solutions Grant funds; she noted the HUD Continuum of Care is discussed separately.
The council opened the hearing for public comment and the clerk reported no citizens were present to speak. A staff member told council they had received at least one formal public comment in writing but no attendees addressed the council that evening. Councilmembers and staff emphasized the hearing was for input only; council will take action on the plan at its 2:00 p.m. meeting on Aug. 4. Citizens were invited to submit written comments and the plan was made available at several public locations and online.
