SDCP seeks scheduling coordinator, CRR support and energy‑storage optimization software

San Diego Community Power (SDCP) requested proposals for scheduling coordinator services, congestion revenue rights (CRR) support and energy‑storage optimization software in RFP No. 25‑009, stressing CAISO compliance and integration with SDCP systems.
"We are a registered CAISO scheduling coordinator, and we have our own SCID," Janine Camara said. SDCP said a selected scheduling agent must submit SDCP’s day‑ahead and real‑time schedules, bid SDCP’s resource offers and manage outages and CAISO scheduling requirements under SDCP’s SCID.
Camara said SDCP will not require full deal‑capture services because SDCP maintains an internal deal‑capture system, but proposers should identify any formatting or timing needs to ensure timely data flow to the scheduling agent. Reporting and on‑demand data access are required so SDCP can retrieve resource performance, market updates and other operational data.
Task 2 in Category B covers CRR services. SDCP seeks support for long‑term, annual and monthly CRR allocations and a bid strategy aligned with SDCP’s portfolio; deliverables include portfolio performance reports and after‑the‑fact CRR analysis tied to CAISO timelines.
Task 3 requests energy‑storage optimization software and related services to support SDCP’s growing portfolio of PPAs. Desired capabilities include resource adequacy (RA)‑compliant bidding, outage‑aware adjustments, price forecasting and tiered bidding, a user interface with manual override, risk and strategy customization, and adaptability to CAISO market rule changes. Camara said optimization tools must integrate with SDCP systems and provide data to SDCP’s scheduling agent so bids and schedules can be submitted on time.
Camara provided a planned transition window at the end of Q1 for moving to a new scheduling agreement and noted that many PPAs are in the pipeline and expected to come online in the next 24 months. She also said SDCP may consider a proposer’s submitted form of agreement for Category B; a pending addendum will describe whether SDCP will more formally accept proposer agreements as alternatives to SDCP’s professional services agreement.
Proposers should follow the RFP’s submission format and check for the pending addendum before submitting proposals for Category B.
