The commission approved an agreement to use EPCOG (Eastern Plains Council of Governments) as fiscal administrator for a $2.8 million Water Trust Board award that will fund work on the Hoover Field, an Eleventh Street steel tank refurbishment and related transmission-line improvements.
City staff said the fiscal-administrator arrangement is necessary because the city’s financial controls and audit readiness currently require a third-party fiscal manager to administer the grant and comply with Water Trust Board requirements. The EPCOG fee is 1% (approximately $28,000) for administration.
Staff told commissioners that without an approved fiscal-administrator agreement and a readiness-to-proceed submittal scheduled by the state deadline (noted to be by early October), the Water Trust Board funds could be reverted and reallocated to other projects. The project also aligns with U.S. Army Corps of Engineers work on a transmission line that is structurally aged and requires replacement.
Commissioners approved the agreement after staff noted the city had previously approved similar agreements but the Water Trust Board requested a particular form of agreement with specific language; the current action adopted that required language.
City staff said another fiscal-administrator agreement for a separate $750,000 water-line project will appear on the next meeting agenda; both agreements reflect efforts to secure and preserve state funding while staff complete required audits and procurement documentation.
