San Diego Community Power seeks short‑ and long‑term load forecasts to improve day‑ahead bids

San Diego Community Power (SDCP) is requesting proposals for both short‑term and long‑term load‑forecasting services to improve accuracy of day‑ahead demand bids and to support power resource planning. Janine Camara, SDCP director of portfolio management, described the technical expectations and data constraints.
Camara said SDCP’s retail portfolio is approximately 8,000 gigawatt‑hours annually, and the short‑term forecast will be used primarily for daily demand bids submitted through SDCP’s scheduling coordinator. "We are looking for highly reliable and accurate short‑term load forecasting," she said, and added that the forecast must be updated daily and provide an hourly, weather‑adjusted 14‑day forecast of SDCP’s aggregate load.
SDCP does not have access to real‑time SCADA meter data, Camara said. Providers must rely on settlement‑quality meter data: the transcript cites ESQMD availability at about eight days after the fact and ASQMD availability at about 52 days. The vendor is expected to supply forecasts in time to allow SDCP’s scheduling agent to incorporate them into day‑ahead bids.
For long‑term forecasting, SDCP seeks tools or services that produce megawatt‑hour and megawatt forecasts, monthly coincident peak megawatts and hourly megawatts broken down by customer load profiles. Camara said long‑term forecasts should be updated as needed to maintain accuracy, no less than twice a year, with a preference for quarterly updates.
An optional task in the RFP would have a provider prepare compliance‑ready filings for state agencies. Camara corrected a slide typo to clarify that the optional compliance task is tied to the long‑term forecast: "If a provider wants to commit to making all those filings for us, we're definitely interested," she said.
SDCP asked proposers to include proposed reporting deliverables and error‑monitoring metrics. A participant asked what metrics SDCP expects in a weekly forecast‑error report; SDCP said it will provide a formal response via the Q&A because the RFP did not list a comprehensive metric set in the slides.
No contract amounts were discussed in the webinar. Proposers should follow the RFP format, submit required attachments and check for any addenda before finalizing proposals.
