Commission approves Fourth Street construction and associated professional-services amendments to correct bid specifications

The commission approved a construction contract modification for the Fourth Street project that adds roughly $192,723.90 to cover additional work (about 198 feet of roadway and associated curb, gutter and storm-water tie-ins) and extends the project schedule by 25 days, including four weather days.
Separately, commissioners approved a $2,968 correction to the contract to change a bid-form typo that had listed a six-inch base where the geotechnical recommendations and specifications required eight inches. City staff and the engineer explained the specifications govern and that correcting the bid form brings the contractor’s scope in line with the geotechnical recommendations to ensure longer pavement life.
The commission also approved an amendment to the city’s engineering services agreement with Stantec to add construction management time and associated fees (approximately $19,985.06) to match the added construction days and oversight requirements.
Commission debate included concern about recurring change orders and whether errors should be absorbed by engineers or contractors; Stantec representatives and the city manager said the small dollar correction restores the contract to the design intent and is covered in the project contingency. A recorded roll-call showed at least one commissioner voting in favor during the motion; staff said funds come from prior grant balances and previously allocated project funding.
The corrections and additional construction work are intended to complete more of bid lot B1 and to ensure the Fourth Street segment meets current design and ADA standards; staff said the changes will leave roughly half of the second bid lot unfinished pending future funding.
