WMSC adopts Revision 8 of program standard, sets Oct. 1 effective date

The Washington Metrorail Safety Commission unanimously adopted a revision to its program standard at its Sept. 16, 2025, public meeting, finalizing changes the agency says align its oversight processes with recent Federal Transit Administration rules and agency experience.
The commission voted 5-0 to adopt “resolution R-2025 adopting program standard revision 8,” and said the revised document will have an effective date of Oct. 1, 2025.
The revision bundle incorporates changes the WMSC staff said were required by new FTA regulations and by the commission’s year‑long review process; it also responds in part to 91 comments filed by MetroRail and others. Dr. Meyer, the WMSC staff lead, told commissioners that the revisions fall into four categories: updates required by the FTA, changes prompted by activities during the past year (for example, posting inspection reports), clarifications to existing language, and edits responding to MetroRail comments. “Issuing the finding enables the WMSC to holistically document the safety concern and to provide clearly defined minimum corrective actions that MetroRail is required to complete,” Dr. Meyer said while describing the commission’s authority to document safety deficiencies and require corrective action plans.
A notable change removes dollar amounts from the program standard’s fines section; the commission said fines remain a tool authorized by the WMSC compact but that specific fine amounts will be set later on a case‑by‑case basis. The revised standard also (as described by staff) adds features including an oral petition option before the commissioners as an additional path for reconsideration, and updates to the safety‑event notification matrix to match FTA terminology replacing “accident” with a broader “safety event.”
Commissioners discussed several elements during the meeting. Commissioner Conklin praised the staff’s outreach to regional stakeholders and welcomed the commission’s new oral petition process; he asked whether fines are expected to be used soon and was told by Dr. Meyer that the commission is not “currently contemplating any sort of finding action.” Commissioners also asked staff to continue coordination with MetroRail on review timing to avoid duplicative audits.
The meeting record shows the commission will finalize editorial items and post the revised program standard on its website with the Oct. 1 effective date.
