The Planning Commission voted to recommend that the City Council approve an amended plat of Lots 3A and 4A, Block 7, Hilltop East Estates, commonly identified as 3918 and 3928 Hilltop Estate Place. The recommendation came after staff said the change primarily relocates a utility easement and shifts the property line between the two lots.
Staff told the commission the amendment “could have been done administratively except for the utility easement was relocated,” and that the property line shift was prompted by an accessory building positioned just south of the prior line, creating a need to ensure adequate clearance. City staff recommended a positive recommendation to the City Council. No members of the public spoke on the item during the hearing.
Under the city’s review process, staff said, a relocation of the easement required Planning Commission action rather than administrative approval. Commissioners moved and seconded a motion to recommend approval; the motion carried in a roll-call vote recommending positive approval to the City Council. The commission’s recommendation is not a final land-record action — the City Council will consider the amended plat at a later meeting.
The approved staff recommendation notes only the easement relocation and the adjusted lot line; staff did not report other changes to lot size, new development plans, or related permits during the hearing. The commission closed the public hearing after hearing the staff presentation and approved forwarding the matter to the City Council.
