The Scottsbluff City Council authorized the mayor to sign the final financial report required to close out a Community Development Block Grant (CDBG) owner-occupied housing rehabilitation project.
City staff told the council they compiled and submitted all invoices related to the grant and that the final report will allow the city to be reimbursed for remaining eligible expenses. Staff reported that 13 homes were improved under the program out of roughly 25 applicants, and that rising construction costs and the COVID-19 pandemic had reduced the program’s reach and slowed progress on some projects that dated to an initial 2019 application process.
Staff said the $25,000 grant amounts and contractor certification requirements limited how many properties could be completed; only two certified contractors were available to perform work. The council voted to approve the mayor signing the final report so the city could close the grant and request reimbursement for the remaining invoices.
Councilmembers did not authorize a new program at the meeting; staff noted the council could discuss restarting a similar program in the future.
