City staff said the lot includes a 20‑foot strip zoned commercial office (CO) while the remainder is zoned neighborhood commercial; because the strip created a nonconforming condition the matter required commission review. Shea said the proposal was intended to create two modest townhouse units that would provide a transitional use between a physical therapy office on the corner and a single‑family residence on the other side. Staff confirmed the proposed lots meet area requirements for the townhouse use under current code. With no public opposition, commissioners voted to approve the administrative subdivision.
