Council approves special liquor license for Baccaracks at Eighteenth Street Plaza movie night

Scottsbluff City Council voted to approve a special designated liquor license for Racks Sports Bar LLC, d/b/a Baccaracks, to serve beer, wine and distilled spirits at the movie-night event set for July 25, 2025, from 7 p.m. to 11 p.m. at the Eighteenth Street Plaza.
Tammy Cooley, speaking on behalf of EPRS, said event staff will check identification and use wristbands to control alcohol service. “We will have, I believe, 2 employees working. We'll check IDs, normal procedures, have wristbands, etcetera, to make sure that those purchasing are of correct age,” Cooley said.
The council discussion focused on service controls and staffing; Cooley said wristbands will be red and that the parks department contact (identified in the meeting as the parks head, "Tevye") told organizers the city would be responsible for the SDL paperwork. No additional conditions were recorded in the minutes.
The council approved the license by voice vote. Council members answering at roll call included McKehragan, Stricker, Van Lacker and Phillips voting yes.
The permit approval allows the licensee to serve alcohol at that single event; organizers indicated they will follow standard ID-check procedures and use wristbands to mark attendees verified to be 21 or older.
