TIPP CITY, Ohio — City staff presented an ordinance for first reading that would amend sections 52.06 and 52.09 of the Tipp City Code to establish a capacity or tap fee tied to the Tri Cities Authority (TCA) wastewater plant upgrades.
Mr. Mack, presenting the measure, said the fee is intended to shift a portion of capital costs for the wastewater plant upgrade from current residents to future users, including new residents and businesses that try to connect to the upgraded plant. “This ordinance enacts essentially a tap fee or a capacity fee for TCA,” Mack said, adding that the fee would allocate part of the cost of the plant improvement to future development.
The ordinance was presented for first reading and a council member agreed to sponsor it; no vote was taken at this meeting. City staff said the change responds to capital costs associated with plant upgrades and aims to allocate costs to future growth that benefits from added capacity.
Council did not take final action; the ordinance will return for further deliberation and possible amendment at a later meeting. City staff did not provide specific dollar amounts for the proposed fee during the presentation and said more detail would be provided in subsequent materials.
