Manteno board approves $487,464 resurfacing bid, pickleball facility use, several contracts and $536,352 in bills

The Village of Manteno Board of Trustees on July 21 approved several routine and capital items, including a $487,464.25 low bid for the 2025 Motor Fuel Tax (MFT) road resurfacing project, a facility-use agreement for community pickleball programming, authorization for a design agreement and the payment of bills totaling $536,352.84.
Trustee Crockett presented the resurfacing bid results and said the low, qualified bidder was Gallagher Asphalt Corporation of Thornton, Illinois. “Work should begin within a few weeks and be completely and completed by late summer or early fall,” Crockett told trustees; the contract uses motor fuel tax funds, not general fund revenues.
Trustee Geske presented a facility-use agreement with Paddle Together Kankakee County Pickleball to operate classes for seniors and youth and noted the memorandum mirrors prior facility arrangements with local youth sports groups. The agreement is posted on the village webpage and enrollment for August programs is open.
The board approved an omnibus motion that included the resurfacing contract, the pickleball facility-use agreement and payment of the evening’s bills. The payment total was $536,352.84 and included a $336,000 second draw related to the Legacy Park pond project, which the finance committee had previously approved as part of the capital program.
The board also approved an agreement between LCT Design and the Village of Manteno and authorized the village administrator to sign it. In an earlier item, Village President (Mayor) appointed Michael Parrish as the village adjudication officer; the board moved and approved that appointment by recorded vote.
Roll-call votes on the omnibus and contract items were taken and passed as presented. Trustees repeatedly said staff will return to committees as needed to finalize engineering details and project schedules for the resurfacing work and other capital projects.
