Council awards $337,825.35 contract for C Street to Main Street trail project

The Marshall City Council on July 22 accepted the low bid of $337,825.35 from A and C Excavating LLC of Marshall to build a pedestrian trail between C Street and Main Street. City Engineer and Director of Public Works Jason Anderson told the council the project includes a 10-foot-wide trail along Progress Drive down to Southview Drive and an 8-foot-wide section over to Main Street, with a small link to the elementary school. He said the city applied for funding in 2020 and that construction costs are 100% grant-funded by federal and state sources. Anderson said engineering fees are not grant-eligible and staff submitted an advance request to use municipal state aid funds to reimburse city engineering costs. He recommended awarding the contract contingent on successful execution of the state grant agreement. Council Member Craig moved to accept the bid and award the contract; Amanda seconded. The council closed the vote and the motion passed. Anderson said staff and the contractor are discussing a construction schedule and expect work to start in late summer or early fall; he cautioned the project likely will not be completed this construction season and noted the project deadline extends into next year. The council did not take additional actions at the meeting; staff will return with the required state grant agreement and other back-end steps before work begins.
