Resident asks village to investigate Moxie Pest Control solicitors; cites Wisconsin statute on out‑of‑state sales crews

Count Cappy Fuller, a Brown Deer resident, told the board during public comment that he had provided staff paperwork and asked the village to investigate sales-solicitation practices by Moxie Pest Control and another firm, Active Environment.
Fuller said he believed a Wisconsin statute enacted in February 2010 requires out-of-state sales crews to register or complete paperwork with state authorities and that some solicitors observed in the village either lacked compliance or merited further review. "The only reason I'm contacting your city is I think that the sales practices that this Moxie is involved in is somewhat suspect," Fuller told trustees, and he asked the board to place a follow-up item on a future agenda.
Nathan, the village staff presenter, said the village had on file solicitors' permits issued in May for the company and that Active Environment had a permit running July 7–Aug. 7. President Montgomery acknowledged conversation with Fuller and said the village attorney would look into the matter; Montgomery said staff would follow up and that Fuller would be contacted.
Why it matters: Fuller said the issue involves cross-jurisdictional registration and possible regulatory noncompliance by out‑of‑state sales crews. He suggested Brown Deer could be the first municipality in Wisconsin to ticket noncompliance if warranted. The board did not adopt any enforcement action at the meeting but agreed the attorney would review legal options.
