District staff said the changes reflect new Idaho Code language and give the board flexibility to schedule two public‑comment periods: one before action on agenda items and a second slot later in the meeting for topics not before the board. The board clarified that each speaker remains limited to the existing three‑minute time allotment and that the new structure does not remove time limits or first‑come, first‑serve order.
Trustees also approved several other policy adjustments that staff said were required by changes in Idaho law. Those items included updates to open‑enrollment rules (giving districts clearer grounds to deny enrollment when accepting a student would impose an undue burden or violate teacher-student ratios), procedures for denying enrollment in lieu of discipline, and language covering immunization documentation and opt-outs. Staff noted that under the immunization policy, parents who opt out must still be documented; during an outbreak the district may exclude unimmunized students for the length of the incubation period while continuing to provide educational services.
A new public‑input form (policy 1500F) was approved with an edit replacing the phrase “not appropriate” with the stronger wording “not allowed,” an edit trustees said would help enforce the rule and reduce grievances. That same form requires speakers to sign up before the meeting and to provide the topic of comment.
The board took formal votes on the meeting‑procedure policy and on the 1500F change; both motions passed by voice vote. Several other policies were presented for first reading only and will return for a future vote after additional review. Trustees said they expect staff to publish guidance explaining the two public‑comment slots and reminding speakers of the three‑minute limit and the sign‑up requirement.
Separately, the board approved a new online education fund policy (2450) to reimburse preapproved expenses for students enrolled full time in the district’s virtual academy, and approved updates to athletics and activity fees (policy 3030) to clarify how dual‑enrolled, nonpublic, and charter students are charged for activity participation; trustees noted minor typographical corrections would be made before final publication.
Formal votes were recorded for the meeting‑procedure policy, the public‑input form edit, the online education fund policy, and the athletics fee policy; each motion carried with all voting trustees recorded as in favor.
