Cabarrus County tax staff explained Wednesday how the county handles small overpayments of $15 or less and the board voted to recognize the annual list and apply the funds where possible.
Tax administration staff told commissioners that the county opts not to expend the administrative cost of issuing very small refunds. Instead, the county holds overpayments under $15 for one year; if the payer contacts the office within that period, the funds can be refunded. At the end of the fiscal year, tax staff try to apply those funds to any outstanding tax bill for that payer. If no matching tax bill is identified and the taxpayer does not request a refund, the funds are forwarded to the State's unclaimed property program.
Commissioners discussed whether the county should do more outreach to notify citizens of unclaimed funds and the state program. County staff said citizens can search the state's unclaimed funds portal directly to locate missing money. The board voted to approve the refund-and-release recognition and the related report.
