CenterPoint to test gas infrastructure; city warns of possible emergency excavations and cites excavation permit policy

City staff said July 21 they met with CenterPoint and that the utility will begin testing and inspecting gas infrastructure across hilltop and downtown areas. Staff warned the board that testing and repair work could lead to more frequent emergency excavations and short-term road closures.
Brian (utility/operations) said CenterPoint will test infrastructure and perform preventative evaluations; the city already observed one excavation on Mill in an alley. He said the city will notify public-works and fire chiefs about any emergency excavations and coordinate on road closures and repairs.
Mayor and staff referenced the city’s excavation permitting and inspection policies and said the city implemented a permitting, design and inspection process “a couple years ago” to limit damage to streets and to require restoration after utility cuts. Staff said contractors have been systematically repairing old utility cuts and that the city will continue to require coordinated notification and permitting to reduce long-term pavement impacts.
