Commission raises ADA parking and sidewalk enforcement concerns; asks staff to work with police on training

Commissioners reported multiple incidents of parking in accessible zones and on sidewalks, including private-property situations, and expressed concern that enforcement has been inconsistent. One commissioner said a civilian aid told them enforcement requires a complete obstruction before action would be taken; other commissioners pointed to state law prohibiting parking on sidewalks. Commissioners requested that the police department—s training clarify what constitutes a violation (for example, parking on a curb cut or sidewalk) and incorporate ADA-related enforcement guidance. One commissioner said the police department currently provides roughly one hour a year of ADA training and suggested a brief monthly training slot led by an ADA expert to improve officers— understanding. The chair said she would raise these concerns with the chief and report back. The commission also discussed the limits of municipal authority on private property and the need to coordinate with property owners when accessible spaces are misused on private lots. Commissioners asked members of the public to forward incidents to the commission liaison so they can be relayed to the police chief for follow-up.
