Municipality posts abatement notices for Davis Park and Mountain View; Ramada encampment abatement underway

Municipal staff informed the Housing and Neighborhood Development Commission that notices of abatement were posted for multiple encampments and that abatement activity is scheduled or underway.

Staff said the municipality posted a notice of abatement for Davis Park and for snow‑dump encampments in Mountain View on May 30 and scheduled abatement activity to begin June 17. Staff explained that municipal code generally requires 10 days’ notice of abatement, with shorter notification periods (72 hours or 24 hours) permitted under specific circumstances. The municipality said it provided extended outreach in the weeks before posting to allow individuals time to engage with outreach and services.

Staff also reported that the Community Action Policing (CAP) team and the Healthy Spaces team began abatement activity at the Ramada encampment (Third Avenue downtown) on June 3. Staff said Ramada required additional coordination because the parcel involves multiple landowners, including municipal ownership and the Alaska Railroad.

Staff told commissioners that notices and coordination efforts are intended to reduce confusion and misinformation that sometimes surround abatement activity and that outreach teams worked to offer service linkages prior to abatement. Commissioners did not take a formal vote on the abatement notices during the meeting; the items were presented as informational updates.
