Council approves amendments to three tax-increment districts

The Monona City Council on a voice vote approved three resolutions from the Community Development Authority to amend Tax Increment Districts (TIDs) 10, 13 and 15.
The approvals came after a brief discussion in which staff confirmed previous questions raised by an aldermember had been answered by email and several property owners were contacted by staff. Council members moved and seconded each resolution and approved them by voice vote.
The council discussion noted TID 13 covers Pirate Island and Falcon Circle, and that TID 15 includes the area near the Topgolf development and the WPS campus area. Council members said Director Plyman had followed up on a request to contact owners within at least one of the affected districts and that the requested follow-up had been completed. One alder asked whether the emailed responses to Alder Bernstein could be shared; staff offered to forward the email to anyone who requested it.
All three motions passed by voice vote with no recorded opposition.
The resolutions were listed on the agenda as: resolution 25-7-2816 (TID 10), resolution 25-7-2817 (TID 13) and resolution 25-7-2818 (TID 15); each was presented by the Community Development Authority and approved by the council. Staff said additional detail and owner contacts had been provided to the alder who raised questions at the prior meeting and noted that anyone who wants the written responses can request they be forwarded.
The amendments will be reflected in the authority's records; staff did not state any further implementation steps during the meeting.
