Council briefed on planned July 25 immigration protest; county to supply law enforcement support

City staff informed the council July 7 that a group of local residents plans an immigration protest on Friday, July 25, assembling at 3 p.m. near 101 Main Street on Washington Street and marching on sidewalks north and returning on Church Street. The organizers have provided a route and said they will not impede traffic. City Manager Mr. Hall said staff coordinated with Service Director Mr. Kikko and the Clark County Sheriff’s Office and that county deputies and other sheriff’s assets will be allocated to New Carlisle for the event; staff does not expect overtime or special-commander costs to the city for law enforcement coverage. Public-safety staff will use city street crews for barricades and to close streets from 11 a.m. to 10 p.m. to allow setup and teardown. Staff said they have asked organizers about staging needs; organizers indicated they anticipate a stage and bleacher seating. The mayor’s court building will be available as a shaded/cooling area and for triage if attendees suffer heat-related illness. The fire chief said normal duty crew coverage would likely suffice unless the city elects to staff extra EMS resources for the event. City staff indicated potential minimal incidental costs (cases of water, barricade labor) and said they would continue coordination with the sheriff’s office, fire/EMS and street crews. Council asked whether the city should budget for recurring public events; staff suggested the matter could be considered during the next budget cycle and noted other upcoming events (Heritage of Flight) that draw significant attendance.
