Council approves consultants and short-term staffing extensions for planning and public works

City Administrator Blaine Wing asked the council on July 21 to approve a package of short-term staffing and consulting agreements intended to keep planning and public‑works operations running while the city completes permanent hires.
Wing presented a resolution to retain a virtual planning consultant identified in the packet as Natalia D. at $80 per hour to help process roughly 30 outstanding cases; he noted the city’s prior engineering consultant charged about $167 per hour. The council approved the independent contractor agreement (Resolution 1322) by roll call.
The council also approved a resolution extending and updating the independent contractor agreement with Ronald Metzner to provide continued public‑works consulting, including a $10 per hour “acting up” premium while Metzner performs director‑level tasks; that resolution was recorded as 1323.
Separately the council approved an extension of the interim public works director arrangement for Julius Hanson through January 2 (Resolution 1324). Wing said the city negotiated a 30‑day cancellation provision with the staffing firm MGT Impact Solutions LLC and preserved the current rate through August; Hanson will have five vacation days at the current rate and five at the adjusted rate under the amended lease, Wing told the council.
Finally, the council ratified the employee‑leasing agreement for Brian Bersiak as a temporary administrative assistant to the interim director of public works (Resolution 1325). Wing said Bersiak had already begun work the prior week and the resolution formalized the hire.
All four measures passed on roll call votes. Council members asked clarifying questions about days of service, hours and outreach; staff said they will continue the recruitment for a permanent public‑works director and bring finalists to council in coming weeks.
