Commissioners discussed a recent annexation by Lenoir City that they said may have proceeded without the necessary interlocal agreement or an adequate plan of services for the specific parcel. The county has a 30-day window to take action after the city’s July 14 annexation, and commissioners asked staff and counsel to follow up with the city mayors and the county attorney.
A commissioner said the city’s notice for annexation failed to include an interlocal agreement for the parcel off Highway 11 in Highland Park, and referenced an older interlocal agreement from 2003 addressing broader growth-area coordination. Commissioners asked County staff to contact Mayor Bradshaw and Mayor Akins and to coordinate with county counsel to determine next steps.
The commission agreed to keep a placeholder on the August 4 agenda in case a formal response or vote is required. Commissioners also said that, where necessary, interlocal agreements must be executed for each individual annexation and that the county expects a plan of services covering intervening territory between county and city limits.
