The City Council approved Resolution 25-13 on July 21 to annex approximately 0.881 acres along the Whitefish River adjacent to JP Road and to zone the parcel WR-1 to align it with the adjacent Riverwood Park.
Planning staff said the property is currently in county zoning (R-3 and R-2.5) with a growth-policy land-use designation of rural. Staff recommended WR-1 zoning because it matches the adjacent parkland and avoids having a single parcel split among multiple zoning districts. The parcel is not connected to city utilities and will be held as parkland; staff said the WR-1 zoning was selected for compatibility with neighboring park uses though it does not technically conform with the current rural growth-policy designation.
Staff noted the growth-policy update process could include creation of a parkland or park-open-space zoning district, and the planning board has started work on elements of the growth policy. Council opened the public hearing, received no public testimony at the hearing, and approved the annexation and zoning by unanimous vote.
