Palm Coast launches public Strategic Action Plan dashboard built in-house; council previewed AI summary feature

Communications Director Brittney Kershaw and IT Senior Programmer Zach Bauer demonstrated a new public Strategic Action Plan (SAP) dashboard to the Palm Coast City Council on July 22. The dashboard is available from the city website and displays the council’s priorities, objectives, tactics, and the FY25 budget items aligned to those priorities. How it works: Staff enter quarterly progress notes by strategy and tactic; the system will automatically generate an AI-based summary from those notes but the summary must be reviewed and may be edited by staff before it appears publicly. Kershaw said the dashboard’s initial release covers the council’s 2024–28 SAP packet and the FY25 funding alignment; the dashboard will be updated when the FY26 budget is adopted. Why it matters: Council members praised the transparency and asked staff to publish the dashboard publicly (the team planned to announce it that afternoon). Several council members asked about safeguards for AI-generated text; staff said each AI summary will be labeled as AI-generated and remains editable by the responsible department before publication. Next steps: Staff plan a future phase that will add automated KPIs and live data feeds to display progress toward measurable targets; the council asked staff to incorporate the SAP dashboard into the city mobile app as the app is rolled out in later phases.
