Staff told the board the property includes steep hillside slopes and that the zoning ordinance generally prohibits disturbance of areas with a natural slope of 15% or greater. Staff said new construction could be accomplished without hillside disturbance by reorienting or redesigning the building, but the applicant argued those options would be impractical on the narrow site.
Property owner Clint Amator and civil engineer George Malouf joined the hearing. Malouf said the design minimizes hillside disturbance "as much as possible" and that the proposed orientation matches neighboring homes; he added the site is constrained by an existing wash to the north. Owner Clint Amator confirmed the design choices and said the team shortened the driveway and reduced grading where feasible.
Board members examined aerials and site plans and discussed alternatives. Chairman Loper said the lot constraints and the relatively small area of disturbance made him inclined to approve, noting the effort to match the neighborhood pattern. Member Ward moved to approve the variance; Member Clapp seconded. The board recorded a 3–0 vote to approve, with stipulations outlined in the staff report.
The approval allows the applicant to proceed with the proposed building orientation while memorializing the 1,162 square feet of permitted hillside disturbance required for the building pad.
